Pendleton - Clemson Wastewater Treatment Plant Expansion
The Town of Pendleton owns the Pendleton-Clemson Wastewater Treatment Plant (WWTP) which must be expanded from its present 2.0 million gallon per day (MGD) capacity to serve the future needs of the Town, the City of Clemson and Anderson County. A flow inventory is maintained by Pendleton and the South Carolina Department of Health and Environmental Control (SCDHEC) to track wastewater flow allocated to the WWTP. To date, approximately 1.86 MGD, or 93% of the Treatment capacity, has been allocated, leaving limited flow available for future development.
In order to meet current and future sewer service demand from a growing community, the Pendleton-Clemson WWTP will need to expand its treatment capacity. The guaranteed maximum price for the expansion is $60,994,197. The costs will be shared between the three partnering governments. Clemson’s share will be $16,701,405, Pendleton’s share will be $11,686,976, and Anderson County will be responsible for the remaining 21,705,816. The Town of Pendleton underwent a credit rating process as part of securing bonds to fund its portion of the upgrade project. Moody’s assigned the Town a rating of Aa3, which the Town is pleased to have received.
